As far as I know the speed can't be way more than the reaction time, although it can voce versa. From what I understand, they should be about the same. If I was you I would just put 100 on speed and 100 on reaction time.

Just to be sure. 

Reaction Time will always be at least the same as your Speed. As your base speed increases, reaction time will also increase without having to spend any stat points 

 I mean, just confused, would you mind clarifying this to me?

It means that your speed can't be higher than your reaction time, or if it is it needs to be real close. 

Yet when training and earning stat points, it means when upgrading speed, it also upgrades reaction time. That is why I recommended you starting with 100 speed and 100 reaction time instead
